OneDriveNot Showing Pictures Offline After Transfer

I bought a new Samsung phone, to replace my previous Samsung phone. I am having difficulty with my OneDrive pictures onto my new phone. They were transferred during the migration, and the photo files are there on my phone, and showing in my OD library, but if I switch the phone to offline mode, and I try to open a picture from the OD library, I get the below pictures. How can I access my OD photos offline? Thank you.

Did you set the photos in OneDrive to be available offline? Try this to verify: while online so you can see the photos, open one in the OneDrive app, tap the vertical menu icon (3 dots) in the top right, and check the "Make available offline" setting. If it's off, toggle it on, go offline, and check whether the photo is now available.
