Outlook.com not pushing?

This is the weirdest thing for me.

I am on the DP and I have recently finally dropped gmail in favor of outlook.com mail.

Well I have a few accounts. Most of them say to be synced "As items arrived"

However one account doesn't have this option. the quickest time is "Every 15 minutes". I am trying to figure out why some have the option as they arrive but this account doesn't even though they are all outlook accounts?

I can't see that though? Like only one account can push email?
