package of win 8.1 is not downloading on lumia 540

2 months ago i updated my lumia 540 to win 10 but i want to roll back to 8.1
my phone is detecting on windows recovery tool. but while downloading package its showing error . what I have to do ? is my phone microsoft lumia 540 is able to roll back to win 8.1 from win 10 ?

your internet connection on the pc might be unstable, try a different wifi connection or cable and try to download again
