People app keeps duplicating contacts

For a couple of weeks now the people app and or outlook? keeps duplicating contacts and restore them. I would delete them off my phone and the people site but eventually they always return.

The Windows People apps are lousy. It feels like MS just built it to have something, but never really invest in it. It also links contacts that I don't want linked. Dan Smith linked to Jess Worth(fictional names), how did it decide they should be linked?
Sorry, MS has had trouble with syncing between systems. If I ever find a fix, I'll let you know.
