people hub live tile missing photos

My people hub live tile consistently has six to ten circles that do not have photos. all of my contacts have photos saved to them. I am not linked to Facebook, I added all the photos myself. I have tried changing tile size, unpin / repin, and restart. I'm curious if this is by design or if there is a way to get all circles to show photos
