When I try to turn off the device while charging it starts back up , is this normal ?

I've got a L920 and it does the same thing -- I would say this is normal.

If you would have ever read through the manual of any Nokia Lumia phone, the section on battery charging would have the point that - the phones usually gets switched on while charging !! So it is completely fine with your phone.

Read the manual? That's crazy talk.
but I wonder, is there some technical reason that the phone must stay on? I'M just curious.

Maybe somebody can provide a detailed explanation as to why it needs to be on during charing?

Every Nokia before windows used to be able to charge while switched off. The thing I miss is that the alarm would still come on when the phone was switched off - charging or not! Still...not the end of world...little bit of a step back however!!!

It's not a Nokia phone thing. It's a Windows Phone thing. WP7's were the same way.

It's normal. No WP stays off while charging. Found that out when I first had my Lumia 810 and it shut down because of the battery depleting completely. Once it was charged a little, it turned back on. It's normal, nothing to be concerned about.

AFAIK there's no technical reason that the phone needs to be on, other than the fact that some 'smarts' in the phone need to supervise the battery charging process. So to some extent all phones are 'on' during charging, just with Android (not sure about iOS) the OS doesn't boot up, just the charging system. I'm guess MS just decided it was easier to have the phone boot normally to enable the charging process, rather than build a separate boot program to just supervise charging.

BlackBerry PlayBooks had a similar issue. It was solved with an OS upgrade. Presumably, Microsoft can do the same, sometime.

Because I put my phone on to charge when I am asleep and don't want to be woken up by text, emails or calls till the morning.

iOS also boots completely when charging

The OS manages battery charging in order to extend the life if the battery in the device. It mainly prevents over-charging, which can reduce the longevity of your battery if done enough.
