Phone INOP

I haven't used the phone part of my phone is 6 months, no service here. Today I tried to use and it wouldn't work. I touch the icon for phone, the screen blinks, and I am back to the phone icon. The dial pad doesn't come up and nor does the history. Oddly people can call me. I just can't call out. I pulled the battery and SIM to no avail. Is the phone dead? I really need it as travel and comm's here in Afghanistan suck beyond belief.
