Phone stucked at battery charging-nokia bootscreen loop when drained

I happen to experience having my phone's battery die to empty. And sometimes when i charge it, there phone gets stuck at battery charging-nokia bootscreen loop. It won't turn on for about half an hour. Is my battery defective already?
