Phone Updates

I got a Lumia 640 today and very pleased with it.
I apparently have Windows Phone 8.1 and update 2. Its informing me I need to update but it won't seem to download the update. I don't have home broadband. I have unlimited data on my mobile and use it as as wifi hotspot when needed. Is there anyway to download the update without wifi? Also how do I get Windows 10 mobile?

Windows 10 Mobile is not out yet, so if you wanted to try it, you would have to do it via the Insider program.
