Pictures- Flash Off

Maybe I've just been doing something wrong on my Lumia 822 while taking photos but it seems no matter how many times I click the flash button off (a line goes through the lightning bolt) My phone will still use flash while taking photos. Am I just doing something wrong or has anyone else experienced this issue?

Go to photo settings and turn off the focus assist light.

The Focus Assist light is not a flash. It adds no light to the picture. It is simply what is says it is. A light to assist with focusing
