I tested this today. My Samsung Focus (new, my fourth) was down to 10 percent and, after turning off and on, I connected it in to the USB port of a sleeping, unplugged RT. I got the usual chime on the phone and the charging symbol on the phone, -but, not the animated or toggling symbol. Next, I woke up the RT, and connected the phone again: same result, except that the RT also chimed upon connection. Finally, I plugged the RT into a power outlet and then connected the phone: same result. In each stage, I waited at least a few minutes and saw no change on the phone except that the "charging" symbol would disappear after a moment. By the end of the trial, my battery was down to 4 percent. So, unless there's a phone or RT setting I don't know about that is interfering, my USB port did not charge my phone.
For a follow-up check, I charged the phone to 40 percent to see if a less-drained battery would charge; alas, no differences. I have no need for USB charging, but I do like experiments. Best battery life to all. :smile:
