Prevent phone shutdown without passcode

Hey,

So i thought of a potential option that could be displayed in the Lock Screen settings - Require passcode to shut down phone. This would add a lot of peace of mind for me personally because I would know that there is some some extra time to track my phone and report its location to police, as well as an extra layer of security. (I'm not sure if anyone else would find the same comfort)

Couldn't they just turn airplane mode on and turn location services off (if airplane mode doesn't already prevent this)?

If your phone is unlocked, yes; but the OP is suggesting a lock screen feature.
