Problem keeping WiFi always on?

I work for a company that is testing a Surface 3 for viability as a product. The biggest issue I am having in testing right now is to keep the WIFI connection while the screen is off. I need to be able to ping it/wake it from this state. I have done some digging and have found some solutions for the Surface Pro 3, but have had no luck applying those to the Surface 3.

Any suggestions are welcomed.

You mean when you tell it to go to sleep?

Windows 8.1 has a hybrid sleep mode that is supposed to keep the WiFi or Cell signal on.
I know on my IRULU Windows 8.1 10" tablet if I put it to sleep the WiFi remains on (I get e-mail and other alerts).

So, I don't understand why this would be a problem on the Surface 3.
 
When the screen goes off, does the Surface actually keep everything running (kind of like a monitor going to sleep on a normal PC) or is the tablet actually going into Sleep mode everytime?
 
It's going in to sleep. But I read it is going in to connected standby our what ever it is called.
