Problems with "Battery Saver". How do I un-install it?

I can not open Battery aver, and I would like to shut it off. Unfortunately, I can not open it. When I press on "Battery Saver" in the Settings section, it moves slightly, but does not open. How do I Un-install it?

Have you tried restarting the phone first?
(maybe plugging it in - that will also turn off battery saver)

Every once in a while, Battery Saver bugs out and crashes upon starting for me - it sorts itself out too.
