Problems with long exposure

Anyone been able to get long exposure pictures in medium light since Cyan. The buffing they did on the night pictures has made everything blow out.

Reciprocity ? but is that even possible with digital...dunno

I think they just boosted everything dark and since I'm setting the exposure time for so long it gets dark when I set the ISO or exposure value too low.
