Questions About Telegram Messenger on Windows 10 Mobile (And Other Platforms)

Hello! I had a few questions about Telegram Messenger on Windows 10 Mobile (and other platforms):

1. Are Telegram messages downloaded to the device so they can be viewed offline (like SMS messages or WhatsApp messages), or are they only saved on the Telegram servers and not saved locally to the device?

2. Does the Telegram app need to be updated, or will old versions of the app continue to work indefinitely?

yeah i can view Telegram Messenger's messages offline as well within the app, of course. The older version of telegram messenger still works though i wish they would update it soon.
