Quiet hours and third party apps

So,

Will quiet hours be expanded to allow third party apps to be included? I'd like to include Facebook messenger and Whatsapp contacts into the "inner circle". At least connect these accounts on the various services to the main address book so they can be added into that inner circle.

I can't be the only person who has contacts in my inner circle who don't call or text me normally but use a different app for texting.

Also, thinking that this should be in the Cortana sub forum. Is it true that do not disturb cannot be activated without Cortana?
