Quiet Hours disabled

What caused Quiet Hours on my WP8.1 Lumia 920 to be disabled? Cortana is working and neither Driving Mode or Battery Saver are active.

Can you manually sync your Microsoft Account?

Did anyone figure this one out? I've got the exact same problem and there is no information or setting anywhere. HEEEEEELP!

AH! Found it! Try:

This solved my problems: Try going to Settings, Applications, Cortana, then under battery saver here select "Allow app to work in background."

It worked!
