Absolutely not needed on mobile or desktop for that matter. Most of those kind of programs either do nothing, do more harm than good, or are actually malware.

Is there any app available for Win Mobile that cleans and boosts?

Far as I know there's no fix as of now except opening the OS up to system access so that the collected garbage can be user deleted.
Maybe it boils down to security vs. speed.

That sort of thing isn't even needed for modern Android devices, and is not something for Windows Phone 8.1 or Windows 10 Mobile.

It wasn't even needed before, android was not built to be efficient and secure from the start, a cache cleaning command will never help it.

Back on topic, windows mobile is a real os and manages properly it's resources, when bugs dont occur, so no external "help" is needed

In the modern OS for iOS, Android and Windows, the task manager is built in.

On iOS you can double press the home button to open it.

On Android you can open it by pressing the dedicated hardware button (button on the left of home button)

On Windows you can open by pressing and holding the back button.

Boosters and etc. those are just scam, sometimes they even slow down the device or make them unstable, same on PC's. Just get cache cleaner, to clean left-overs, temp files and so on, there are few on Store for free.

Get rid of junk by deleting temp files in storage and occasionally soft reset the phone to solve any other problems

That sounds like a scam. Anyone got a link to it? What the hell is a "RAM booster?" It sounds like that old joke about going online and downloading more RAM, or like something that just kills the background apps, which you can easily do yourself.

This task manager app only shows resource usage and all, it neither boost anything nor it claims that it can boost anything.
