Red screen Irulu 10 in Windows 10 OS, how can I get it to boot?

Red screen irulu 10 in windows 10 OS

Cannot get it to boot to show menu or sign in for microsoft account.

Just have a red screen saying Just a moment with circle and dots running round and round for several hours now. Nothing happens.
