Refund Surface pro 4

I have a Windows Surface pro 4 I bought it around 230 days ago and the screen keeps flickering and sometimes tabs and overlap this has been found to be a known problem and the only fix is a fan but I do not wanna use a fan when I use it I could just buy a pc. So is there a way I can refund it do windows allow refunds?

I would suggest reaching out to the company you bought it from to have assistance with what your options are but I don't think a refund would be possible though. I would suggest reaching out to Microsoft about this to see if you can get it changed out for another.
