Since I HAVE to restore my phone via this method, it's going to revert me back to 8.0.
Note I also have apps on the SD card.

remove your SD card!
install the nokia software recovery tool and open the app.....then connect your phone

I'm guessing you can't reboot your phone


I can't go any further, I don't have a spare phone to show you the next step and all my phones are working.
