I know it is a bit silly question..how do I restart my lumia 640 xl ?

Hold the lock button until the phone vibrates.

Traditional restart: Long press power --> Swipe down lock screen prompt to turn off --> Turn on again using long press power button
Forced restart (soft reset) --> Long Press Volume Down + Power Button till phone vibrates --> Release all buttons
