Restoring 1020 to replacement device

Wife dropped her 1020 and cracked the screen. Got replacement device from ATT insurance.

Question is this...her backup settings are all ON and are current. When we move her SIM card to the new phone, and go through the initial config process, will it restore her apps and settings (like Start screen layout) like her original phone? I know pictures and videos will have to be manually moved (correct)? What other things need to be done? Do app "saved logins" get restored?

Soon as she logs in during the registration process it should pick up that there's a backup sat up there waiting to be restored.

It does, but it doesn't restore the start screen. How lame. Is it really that hard to backup the tile arrangement?
 
You need 8.1 to get start screen backup / restore. App settings still won't back up unless developers opt-in though.
 
I got a replacement 8X and my apps didn't get restored even though app list backup was enabled on my old phone. Do I have to update to 8.1 first to get them restored?
