Restoring Problem: Manage Backup is inactive although device backups are shown in OneDrive, what could the problem be here?

Restoring Problem: "Manage Backup" is inactive although device backups are shown in OneDrive

Just facing a restoring problem:
I backed up "apps + settings" and "text messages" successfully (Windows 8.1) - its also shown in the device backups list in OneDrive.
But when trying to find and sync the backup to restore with a new device (same Windows 8.1 version) the backups are not shown in the "manage backup" section (system - backup - apps+settings-manage backups...) After clicking "manage backups" both setting and app backup are inactive after "checking for backups". Btw, I am signed in into the one and only microsoft account I have.
There was also NO "restore now?" question when signing in to the account in the new device. Text messages have been restored automatically but there is no access to the app+setting backup for restoring.
Any ideas whats the prob here....?

Did you follow below procedure?
Restore a backup to my Windows Phone | Windows Phone How-to (United States)

To be clear you only can restore a back up during the set up. Afterwards this is not possible.
