Resuming... apps. A possible reason.

Steve Lichfield at AAWP poses an interesting reason for the horrible resuming delay.

Loading... Resuming... Splash! But it's hopefully going to get better very fast

That makes no sense. All the native 8.1 apps have extremely long loading and resuming. The Games Hub and the Store are probably the worst offenders.
