I don't think so , but in the leaked video I saw it once , but that was a old build in the video (might have some bugs here and there )

animations are also much shorter which will lead to the OS feeling faster.
I think the long animations were meant for old HW with WP7.
combine these small speed fixes with the latest quad Snapdragons and WP will be so smooth

It will definitely... Because you all know in WP 8.1 the back button doesnt terminate the app... dat it wil run smoothly..!!

I don't think it's fixed I saw it in one of the leaks but it doesn't annoy me in fact

I wouldn't be surprised if the "resuming" continues into 8.1, but it will be faster and less often. Expect small, but steady improvements in speed.
