Ringtone heard from speaker even when headphone is connected

I'm facing a weird issue. When i get a call and even if the headphones is connected, I can heard the ringtone from the speaker. It doesn't play as loud as it normally does without the headphones but half that volume.

Are you facing the same issue too? Is this how its supposed to be with WP8.1 or its a bug ?

That's intended. Imagine your headphones are connected but you're not using them, and get a call.

It happened to me on the train today! And I thought there was something wrong with the phone itself. I guess it kinda makes sense. I only hear the ringtone / notification if there is no music etc playing.
