Scanlines in very low light photos using long shutter times

I get very obvious scanlines when I use a 4 second shutter speed when I want to take pics of the night sky, or very dark rooms without using flash. My past Lumia 720 did a much better job and could actually take photos of the night sky with the stars and clouds, even at midnight.

Here are some examples.

Does this happen to anyone else? Pictures taken with a shutter speed of less than 2 seconds come out fine, and daylight photos are flawless.
 
Have you tried lowering the white balance. It looks like light noise. Lower your white balance. I just tested my Icon with 4s shutter at higher white balance, it resulted with similar lines.
