Anyone else not able to accept the terms of service because the screen cuts off the button?

I don't have this app so I can't try it, but is it cut off at the bezel or is the navigation bar covering it up?

If it's the navigation bar, you should be able to swipe up from the bottom of the screen to hide it. This should enable you to hit the button.

It's most likely that your navigation bar is covering it up, as Dub-J pointed out. Simply swipe up the navigation bar or hit the down arrow on the left of the back button to hide the bar. This happened to me on my HTC One M8 which also uses onscreen nav keys.
