Screen keeps flashing on and off and buzzing?

My phone screen keeps flashing the htc logo on & off and buzzes intermitantley

Sounds like the OS doesn't want to load at all. I don't know if HTC has something similar to the Nokia Recovery Tool to reinstall the operating system, if not I suggest you get a replacement as quickly as possible.
