Setting up my 640xl (it's in Chinese)

I received my 640xl but can't set it up because it is either in Chinese or Taiwanese, not sure.
Have any of you faced this issue?
And how did you get around it?

If you switch on the phone for the first time you can change the language just flick true the list.
(or go to your local Chinese restaurant)

I have the 1096 and I think that is Vietnamese. I was able to choose English from the list when I first powered it on

When I first turned it on, I scrolled up the list and I saw English and different regions.....and chose English us

so i bought this 640xl lte

just took it to at&t store who tried resetting but it went back to Mandarin.
Than i went to Microsoft store who tried re-imaging to an English version, but the software was overidden and went back to the Mandarin version.

Needless to say I will be returning it.
Luckily bought it on Amazon.
