settings menus about and wifi aren't opening

In the settings app the wifi and about menu aren't opening. I really need my WiFi do to the fact that I'm on a limited data plan. Before this happened I was trying to do a cab update, and in order to fix this I have tried almost every option out there. How do I fix this?

I was running 7740
My display languages were English, French, German, Italian, and Spanish
The phone is a Samsung Focus
It is not carrier unlocked
