Should government decide what we can watch and what we can't in the name of moral policing?

As Bill gates predicted, internet will go through a phase when suddenly everybody including politicians who have no knowledge of IT will try to control it.

It has been a trend to block adult sites in the name of moral policing.

I have two questions.

1. Should governments decide what an adult person can or cannot watch in the boundaries of his room?

2. My second question then how to protect internet? Even VPNs can be blocked easily.

I personally think government has no right to interfere in such things as long as it does not affect security, and safety of others living in that country.
 
I agree with your sentiments, though we should do something to make it harder for underage kids to access adult sites
