Should I stick with Photoshop Elements or move on to something else?

After I nuked my system and reinstalled Windows 10 from scratch I also reinstalled my copy of Photoshop Elements 13 and upgraded it to the latest release. I don't do a lot of photo editing but when I do it's mostly to correct color or lighting or to sharpen a photo taken with my cell, my photo scanner or my digital camera. To make a long story short, yesterday I discovered that Task Manager showed that Elements 13 was still running after the application had been closed and the only way to re-launch Elements 13 was to kill it in Task Manager first. Since Elements 13 came out before Windows 10 I was thinking that it might be some sort of compatibility issue that may have been resolved in Elements 14 so I considered upgrading until I read some of the reviews for 14 on Amazon.com. In those reviews others said that there were installation issues, lack of any form of product support from Adobe and that some features in prior versions of Elements had been removed so this makes me question whether spending the money on an upgrade is worth it.

So, should I stay with Elements 13, upgrade to Elements 14 or move onto some other product? If I switch to something else what is the best paid alternative to Elements 14? Is there a freeware alternative that has similar capabilities to Elements 13 or 14? Do the paid versions outperform the freeware versions?. Bottom line is that I have not been into photo editing for quite some time and since I'm retired and on a fixed income I cannot afford to make an expensive mistake. Not that I mind paying for an upgrade to Elements 14 or a different product, I just don't want to buy something only to find out that it's inferior to what I already have and I've wasted my money. Any advice will be greatly appreciated.

I would stick with Photoshop Elements 13 and see if you can correct the issue you are having with it running under Windows 10. If you want to look at a less expensive photo manager that does simple editing (like the stuff you mentioned) takes look at ACDSee . They offer a whole range of products and their photo manager works very well with OneDrive. They offer a 30 day free trial. I use ACDSee all the time (along with Photoshop)
