shouldn't i be able to use the apps i bought on my wp through my windows 10 pc??

apps and games purchased in windows store are supposed to be available for download on multiple devices. but when i try to download on my computer a game i bought on my phone yesterday, it tells me that i need to buy it separately.
is this right?
i have a lumia 535 with 8.1 and a laptop with windows 10

are you using the same email account on both devices? And you're sure the app is the same?
