It's a feature available in the Developer Preview.

The 8.1 Developer Preview? If so, I had that installed on my 920 before I did an insurance claim on it 2 weeks ago and got my 1520. I reset it just like my 920, so I assume it transferred it over. What are those folders called, and where would I look to see if it's on mine?

Phone restore doesn't change the OS or firmware. If you want Developer Preview you have to do it for the new phone.

OK, I reinstalled the Developers Preview onto my 1520 and it updated to this (OS version: 8.10.14176.243). Is that the correct version to get those folders?
