Skype over wifi?

Fairly new to windows phone. I've used skype on wifi on an iPhone and just got a lumia 640 windows phone 8.1. Can't seem to get it to make calls with wifi. Need wifi calls since I have a bad cell signal in spots I frequent. Is there no way for skype to use wifi for calls on windows phone?

It works fine for making calls on wifi for me. Is there a specific error that it gives you?

No error other than call failed. When I am in my office, I have maybe 1 bar of cell data. Every time I try to make a skype call, it fails. But if I get up and go to a better cell signal, the call goes through. It's as if it's ignoring the wifi (which is strong) and trying to use cell data and fails.

Have you tried toggling off your cellular?

In your notification center, you should be able to just tap the "cellular" button to turn it off.
