Skype Signature and outlook.com

Wonder if the experts could please supply a resolution to the following problem please?

We have this Skype signature automatically inserting on all sent messages from Outlook.com Web application (OWA) and Windows Phone 8.1 Cyan Outlook Email client.

The Skype Signature:-

Send SMS
Add to Skype
You'll need Skype CreditFree via Skype

​Background system and scenarios
1) Skype has never been installed on PC.
2) Skype Uninstalled from Windows Phone 8.1 Cyan.
3) Office 365 installed on PC.
4) Outlook.com Web app (OWA) was "Unlinked" from Skype.
5) Cleared Cache & Cookies from PC Chrome 37 Browser and Windows Phone 8.1 Cyan.
6) Clean PC Registry of any possible Skype elements.

Scenario No 1:-
1) Send email from Outlook.com OWA.
​2) Reply by Recipient to my original Sent Email via Outlook.com OWA.
Result: NO Skype Signature

Scenario No 2:-
1) Send email from Outlook.com OWA.
2) Reply by Recipient to my original Sent Email via Windows Phone 8.1 Cyan Email Outlook Client.
Result: Skype Signature is inserted into my Sent Email

Q1​ Is this problem the result of Microsoft integration program of Skype?
Q2 Is this problem the result of OS system problems?
