SMS Message Syncing

I had some questions about SMS syncing on Windows 10 Mobile:

1. Does SMS syncing only sync messages between Windows 10 Mobile devices, or does it also sync to Windows 10 PCs? So, if an SMS message was received on a phone with SMS syncing turned on, would it also appear in the Messaging app on Windows 10 PCs connected to the same Microsoft account?

2. Would 2 devices have to be on the same build of Windows 10 for the SMS messages to sync? For example, if I had a device on TH2 and a device on RS2, would SMS messages sync between the two devices?

I would really appreciate any feedback! :)

This worked for me a few weeks ago, but stopped after a recent os update.
I really liked the feature (sms's popping up on my desktop notification screen), and now I can't get it to work no matter what I do.
My desktop version is Windows 10 Pro (1607) build 14393.693
My mobile version is Windows 10 Mobile (1607) build 14393.693

Is it working for anyone out there?
 
You're using the Skype Preview, recent builds, on both right? And Skype is set as your Messaging app on the phone? The sync stuff was removed from the stock Messaging app a loooong time ago. MS wants you to use Skype. And it mostly works, just with some minor glitches.
 
Microsoft stopped syncing text messages to a PC sometime after the this syncing feature was released on skype preview app.
