I am unable to navigate to the tools via another search string, it keeps leading me back to the unavailable page.

I'm going to guess that LSRT is going to be deprecated and removed from the help pages. I think Windows Phone Recovery Tool has undergone a trial by fire during Win 10 Phones to Windows Phone 8.1 reversions and they may believe they have it ready for prime time.

While I currently have no non-Lumia handsets, I'd love to see WPRT become true to it's name and be able to flash any Windows Phone regardless of OEM.
