Cortana on Windows 10 (Insider Preview) for desktop wont let me use her. Apparently im too young for her. I know that children under 13 aren't allowed to use her but I'm way over 13?? If it matters, I'm on build 10130, and I'm using a Local account instead of a MS account.

Maybe it's the local account thing. I imagine she wants to reference your Microsoft account to verify age.
