Spartan doesn't open in 10049

Immediately upon installing 10049 I can't get Spartan to operate. First of all, it was never pinned to the task bar so I did that myself. That already got me suspicious. Then whenever I try to open it all I get is a blue background with the globe logo and then it closes after 5 to 10 seconds. Has this been a known issue or am I a one-of-a-kind? I like to be special but not like this

You need to try installing windows from scratch, do not update

You could try clearing Spartan's cache etc from %appdata%\local\spartan​
