Speech Couldn't download tap to retry.

I downgraded my phone to black and got cyan by using NSRT. Soon after cyan I enrolled myself in pfd and got update 1. But now I'm not able to download speech language even keyboard language too.
I tried everything mentioned in similar threads, hard reset, shift reset.
I myself found only way is to downgrade to cyan then download this languages and then get update 1. But its too lengthy and annoying process. I'll loose my Wi-Fi data and time.
Is there any other way to fix this issue.
Please let me know.

There is already a thread about this wherein there is a link to report the issue to MS, use it .Hopefully an update will solve the issue.
