Speech download for windows 10

Hi guys, I have a Lumia 630 and I am unable to download the united states English for my speech and hence my Cortana isn't functioning...it is showing error and tap to retry..been retrying for days now and still no luck...any help?

Are you sure that you have enabled Insider preview after moving to the latest build? Running Insider preview once again enabled download of language packs again.
