I think there is no option for speech to text messages in 520.
I hope some third party apps can help... You can try "Assistant" app, which does more than sending text.

it's working when i change speech language english(india) to english(us), sorry for this guys

Hi, 520 DOES have speech to text facility, but you need to be connected to a network (mobile or WiFi) for it to work.

try using Indigo. Its a lot better than Assistant.
Also make sure you have changed the installed speech to English US or UK as it doesn't support English India.

First of all you need is speech installed on your phone.
Try installing "English India" in speech option under settings.
If already installed,then
Just hold the Windows key and say text and a contact name.
Then say your message. But you need to have an active internet connection. So be sure you have data connection ON or connected to WiFi.
