Have you tried to restart your phone?
Which OS version is it?
Do you see a blank screen but the apps screen works?

Okay, I should've been more specific. LAPTOP, not phone

You had posted in the windows 10 mobile forum, hence I assumed you meant your phone

I'm guessing you may have tried to restart your device. apart from that open file explorer, then open task manager and then kill the file explorer from the task manager and give it a shot.

Just create a new user With administrator rights log off and login with new user..
