Windows Phone 8.1 may get backgrounds on the Start screen, three column support | Windows Phone Central

the pictures posted in your link above can already be done through an App. It takes a picture and then allows you to create tiles with a certain picture on them and hot links to certain apps that you want. Not sure what it is called though...never used it

sorry I'm drawing a blank or making up stories, haha. I could swear I've seen it before though.

Check Wiztiles...not sure if it lets you put icons over you photo though...
