hey you need 8.1 (CYAN) + Update 1 (currently only dp) for creating app folders..

Download Preview for Developers app and register with your outlook ID(The one used while configuring your phone). Once done, go to Phone Update in Settings and check for updates. You should be able to download GDR1 update, that will facilitate you to create live folders.
