at start up your asked to sign in...but you cant because your not setup...so you cant retrieve your backup
how do you get your backup?

If you have data on your line, it'll work though and you should connect to Wifi ASAP

That doesn't work unfortunately. You have to set up with data so it begins restoring then connect to WiFi. With GDR3 phones you can connect before set up
